Tap the name of another user and they will get an alert message seeking their permission, as soon as they accept your sharing request your picture will be transferred to their device.

AirDrop is a feature that works using Bluetooth and Wi-Fi functionality. This means that it does not uses cellular network. Even if another user is on a different Wi-Fi then too it sill work by creating temporary connection with another. The only condition mandatory is that another user should be in same proximity or vicinity as yours. 
One thing that you need to keep in mind is that this function does is device specific and it only works with iOS 7 compatible devices. This means that 5th generation iPod Touch, iPad Mini, iPad 4th generation and iPhone 5 and above will be able to benefit with this functionality.
